TURN Hosts Press Conference at ACTION East Program


SANTEE, Calif. — TURN Behavioral Health Services was honored to host a press conference at the ACTION East program, where regional leaders gathered to provide an update on Proposition 36 implementation and highlight San Diego County’s progress as a statewide model for treatment‑focused public safety.

The event brought together justice partners, treatment providers, business leaders, and program graduates to share real‑world perspectives on how Proposition 36 is being implemented locally.

Speakers included San Diego District Attorney Summer Stephan, San José Mayor Matt Mahan, San Diego Regional Chamber of Commerce CEO Chris Cate, TURN CEO Jim Callaghan, and ACTION East program graduate Richard Parker.

Following the press conference, regional leaders participated in a guided tour of ACTION East led by Program Managers Lori Sutton and Kathryn Shafer. The tour provided an inside look at TURN’s integrated behavioral health model, including services for individuals referred under Proposition 36.
