TURN is led by a Board of Directors. Members serve a one- to three-year term and officers are elected bi-annually. The Board of Directors meets regularly, no less than four times per year.

I’m a retired Chief Information Officer and seasoned business executive with a career spanning Fortune 500 companies across healthcare, consumer packaged goods, and manufacturing. Over the years, I’ve had the privilege of leading global teams through strategic planning, mergers and acquisitions, governance, and large-scale technology modernization and business transformation initiatives.

Most recently, I served as Chief Information Officer at AMN Healthcare Services, Inc., where I led efforts to digitize core business capabilities. My focus was on architecting and delivering enterprise technology solutions that empowered our team members, supported our clients, and enhanced the experience of clinicians nationwide. Prior to AMN, I held executive roles including Vice President of IT at CareFusion and Vice President of Global Business Solutions at Mattel. Earlier in my career, I contributed to the IT leadership at Bausch & Lomb, Edwards Lifesciences, Baxter International, and Allergan.

Throughout my journey, I’ve been honored to receive recognition such as the Gold Stevie Award for Female Executive of the Year in 2015 and inclusion in the California National Diversity Council’s list of Most Powerful and Influential Women of California in 2013. Since 2013, I’ve proudly served on the Board of Directors for TURN Behavioral Health Services, where I continue to advocate for compassionate, community-based care.

With more than four decades of experience in behavioral health, I’ve had the opportunity to witness and help navigate the complexities of an industry that continues to evolve. My career as a healthcare executive has taken me across Maryland, Pennsylvania, and California, where I’ve served in President, CEO, and Administrator roles within a variety of hospital systems.

Board leadership has been a meaningful part of my journey. I’ve contributed to both non-profit and for-profit organizations, and have been honored to serve in national leadership capacities, including as Moderator of Mennonite Church USA and most recently as Chair of the Board of Everence Financial, Inc. I’m often invited to support board development efforts, offering training and guidance to help organizations strengthen their governance.

Community service has always been close to my heart. I’m a past President of the Rotary Club of Fresno (one of the largest 100 clubs globally) and a past Chair of the Board for the Boys and Girls Clubs of Fresno County, where I continue to serve as a board member. I also spent time as a member of the Fresno Business Council before retiring from that role.

I hold a Bachelor of Arts in Economics from Goshen College and a Master’s in Healthcare Administration from George Washington University. Since 2019, I’ve proudly served on the Board of Directors for TURN Behavioral Health Services, where I remain committed to advancing compassionate, effective care for those in need.

Abraham Ward is with Real Estate Capital Advisors. He has over 25 years of banking and lending experience in the areas of residential, consumer and commercial lending. His experience in navigating capital markets and identifying efficiencies stems from his client-centric approach to identifying solutions that support their needs.

Prior to Real Estate Capital Advisors, Ward worked at City National Bank where he managed a portfolio of commercial clients. He has also held positions at Union Bank, Washington Mutual and Bank of America where he gained experience in financial services, business banking, commercial banking, residential mortgage lending and managing a portfolio of high net worth individuals.

Ward has successfully graduated from several bank sponsored training courses including financial analysis, credit underwriting and structuring, real estate analysis, and sales negotiations. He has also obtained Series 6 and 63 investment licenses and his California State insurance licenses. Ward graduated from California Bankers Association MBA Banking program.He has served on the Board of Directors for Mental Health Systems since 2019.

I’m passionate about building stronger communities through education, housing, and behavioral health. With a background in financial service since 1993, I’ve spent my career creating partnerships that expand access to opportunity, especially for underserved populations.

I currently serve as the Manager of Financial Education & School Partnerships, where I lead initiatives that empower young people and families with the tools to make informed financial decisions. I earned my Bachelor’s degree in Business Administration in 1992, and I continue to find purpose in work that bridges financial literacy and community impact.

In addition to my professional role, I’m honored to serve in several community leadership positions: Secretary of the Board for TURN Behavioral Health Services, Treasurer for Affordable Housing Advocates, Immediate Past Chair of the Palomar College Foundation, Board Member of the San Diego North Economic Development Council (SDNEDC), and Member of the President’s University Council at California State University San Marcos (CSUSM).

In 2023, I was honored with the Hispanic Heritage North County Award, presented by San Diego County District 5 Supervisor Jim Desmond, in recognition of my contributions to the community. I’m also a proud graduate of LEAD San Diego’s IMPACT Class of 2014 and Leadership North County (2019), two programs that have enriched both my personal and professional journey.

I currently reside in Vista, CA with my wife of fifteen years and our four fur babies.

My vision for TURN: is to help change lives by supporting people in recovery with dignity, compassion, and the resources they need to thrive.

As a lifelong San Diegan, I’ve always felt deeply connected to this community and committed to its wellbeing. For over two decades, I’ve served as the Manager of Airport Planning at the San Diego County Regional Airport Authority, where I’ve had the privilege of leading transformative projects that shape how our region moves and grows. From managing the first-ever adopted Airport Master Plan for San Diego International Airport to overseeing the planning and environmental review for the replacement of Terminal One, my work has centered on innovative, sustainable development that serves the region’s demand for air service.

Before joining the Airport Authority in 2003, I held roles at the Port of San Diego and Tetra Tech, gaining valuable experience in environmental planning and public infrastructure. I’m a proud member of the American Institute of Certified Planners and the American Planning Association, and I was honored to be part of LEAD San Diego’s IMPACT Class of 2015. I also serve on the Board of Directors for the North San Diego Business Chamber.

Outside of work, I volunteer at Torrey Pines State Reserve and with Rebuilding Together, where I can give back in tangible ways. Since 2014, I’ve been honored to serve on the Board of Directors for TURN Behavioral Health Services. I believe deeply in the importance of accessible, compassionate mental health care, and I’m proud to support an organization that uplifts individuals and families across our region.

As a speech-language pathologist, I’ve spent my career helping individuals find their voice, and I’ve been fortunate to do so across a wide range of settings, from public schools and universities to private practice and state programs. I currently serve as President of KWSpeech and GoodWage Therapy Services, LLC, where we focus on empowering children and adults through personalized communication and learning support.

My journey began with the State Department of Education at the Diagnostic Center in Fresno, where I worked for 10 years as a Diagnostic Specialist and later as Assistant Superintendent for seven years. These roles gave me a deep appreciation for the intersection of education, communication, and mental health. I’ve also taught as an adjunct faculty member at Fresno Pacific College and California State University, Fresno, and worked directly with school districts throughout Fresno County to support students with diverse needs.

I’ve always believed in the power of community and collaboration. That’s why I’ve actively participated in organizations such as the International Dyslexia Association, the American Speech-Language-Hearing Association, and the California Speech-Language-Hearing Association. I’ve also served on the boards of the West Shaw Financial Park, the Rotary Club of Fresno and the Fresno County Women’s Chamber of Commerce.

Throughout my career, I’ve been honored to receive the Award for Continuing Education from the Speech-Language-Hearing Association six times, along with the Clinical Certificate of Competence. I’ve also been recognized for helping establish autism services in the Fresno area and for being a top provider with the Scientific Learning Corporation.

Since 2010, I’ve proudly served on the Board of Directors for TURN Behavioral Health Services. I’m deeply committed to supporting mental health initiatives that uplift individuals and families, and I believe that compassionate care and access to services can transform lives. It’s a privilege to be part of an organization that shares that vision.

My vision for TURN: is that TURN Behavioral Health Services be recognized in California and the nation as a leader in achieving positive outcomes for our clients using evidence-based practices.

Joshua P. Morgan, PsyD

As a licensed psychologist, I’ve dedicated my career to helping health and human services organizations harness the power of data to improve lives. My work focuses on guiding strategy and evaluation efforts (internally and externally) so that agencies across the country can make informed, compassionate decisions that truly serve their communities.

I’m currently the Director of Behavioral Health at Unicare Community Health Center, overseeing behavioral health efforts at this FQHC that operates 22 clinics across three counties. Before this role, I was the National Director of Behavioral Health and Whole Person Care Analytics at SAS, providing consultation on the use of data for health and human services agencies around the county. Previously, I also served as Chief of Behavioral Health Informatics for the San Bernardino County Department of Behavioral Health. In that role, I led planning and oversight for health informatics initiatives, including complex analytics, research, and evaluation projects centered on value-based care and performance outcomes. It was a privilege to help shape systems that prioritize both accountability and humanity.

Throughout my career, I’ve been honored to serve on several county and statewide committees, including co-chairing the System-wide Performance Outcomes Committee and the Spirituality Sub-Committee at DBH. I also enjoy teaching undergraduate and graduate students at various universities, where I get to share my passion for psychology, data, and service with the next generation of professionals.

I hold a Bachelor of Arts in Religious Studies from UC Berkeley and a Doctor of Psychology in Clinical Psychology with an emphasis in Family Psychology from Azusa Pacific University. Since 2019, I’ve proudly served on the Board of Directors for TURN Behavioral Health Services. I believe deeply in the mission of expanding access to mental health care and creating systems that honor the dignity and complexity of every individual. It’s an honor to contribute to this work.

Francisco Benavides

With over 30 years of experience in occupational health, safety, and environmental leadership, I’ve had the privilege of working with Fortune 500 companies across a wide range of industries: from technology and aerospace to energy, mining, and food production. My journey has taken me through roles at Intel, Alcoa, and most recently, as Chief Safety Officer at General Electric, where I led initiatives focused on improving workplace safety and organizational health. Prior to that, I served as Senior Vice President and Chief Safety Officer for Pacific Gas & Electric, overseeing enterprise-wide health and safety programs.

I hold advanced degrees in Environmental Science and Chemical Engineering, and I continue to consult part-time while serving on governance and advisory boards. For example, I currently work as a safety advisor for PE firm KKR. My passion lies in creating environments where people feel safe, supported, and empowered, especially when it comes to mental health in the workplace. I bring a deep understanding of leadership, governance, and occupational mental health, along with a broad perspective shaped by years of experience in Northern California and beyond.

Since 2024, I’ve been honored to serve on the Board of Directors for TURN Behavioral Health Services. Supporting mental health initiatives is deeply personal to me, and I believe that compassionate care and strong systems can make a lasting difference in people’s lives.

My wife and I live in the Bay Area, where we’ve raised two wonderful daughters. Outside of work, I find joy in hiking and adventure travel.

My vision for TURN: is an organization that increasingly diversifies its mental health services and serves more and more people every day, making their lives better and achieving exemplary outcomes.

Andrea Hopper

Andrea is a seasoned Human Resources executive with over 18 years of experience leading strategic HR initiatives for several prominent global organizations. Currently, she serves as Director of People Operations at a leading San Diego-based BioTech company, where she manages a team of global HR professionals worldwide, building and refining the company’s first global HR shared services model.  Her expertise spans HR process automation, technology implementation, and operational excellence.

Previously, she held senior HR roles, where she led large-scale business restructuring and M&A initiatives, reduced turnover, and streamlined employee incentive plans. She has a strong background in talent management, employee relations, and HR compliance across various industries. She has a proven track record of developing HR systems that enhance organizational efficiency and employee engagement.

Outside of work, Andrea is dedicated to volunteerism, serving on the Board of Directors for the Gift of Adoption Fund, and is deeply committed to mentoring veterans transitioning to civilian careers through American Corporate Partners. She also dedicates her time to youth coaching and children’s ministries. She holds a Bachelor’s degree in Human Resources Management from the University of Wisconsin-Milwaukee.

Randall Odzer is a versatile C-Suite executive who brings expertise in finance and operations. He has experience in Fortune 500 and privately-held companies, including responsibility for mergers and acquisitions, business turnarounds, capital management, and modernizing financial systems. He has a proven track record of setting and executing strategy with organizational goals to enhance business performance. With extensive experience in the insurance and healthcare sectors, he brings a multifaceted approach to driving growth and profitability, simplifying complex business information, and leveraging technology to inform decision-making.

Most recently, he served as the President at Acuity Eye Group, a privately-held eyecare company with 50 locations in Southern California. Prior to that role, he served as the Chief Financial Officer at LIBERTY Dental Plan, a $1B national dental benefits company serving more than 6 million members. He also worked for publicly traded Principal Financial Group, UnitedHealth Group, and Cigna. Randall received his M.B.A. from Northwestern University’s Kellogg School of Management, and his B.S. in accountancy from the University of Illinois at Chicago. Odzer has served on the Board of Directors of TURN since 2024.

He resides in Orange County with his wife and three dogs. He enjoys traveling, hiking, and cable news.

We also provide supportive housing, substance use disorder care, justice-system reentry support, and behavioral health services for youth, veterans, and families.

I specialize in revitalizing organizations by turning complexity into clarity. My approach blends data-driven strategy with cultural insight, expanding TURN®’s continuum of care through client-centered, responsive solutions. Dr. Broughton is an astute highly regarded industry leader, employs innovative solutions to elevate organizational performance including training programs, new business development, is known for maintaining an uncompromising focus on high-quality standards for clinical excellence, and is an accomplished writer. Dr. Broughton has a proven track record in executive operations, fiscal accountability, strategic market planning, cross-functional systems, and new business development.

Dr. Broughton has served on numerous boards and committees i.e., California Association of Alcohol and Drug Professional Executives (CAADPE), CAADPE Criminal Justice Committee, Community Health Improvement Partners (CHIP), Executive Partners Committee, appointed to the Judicial Council’s Collaborative Justice Courts Advisory Committee and continues to serve on the California Association of Collaborative Courts Board of Directors.

My multidisciplinary background allows me to design workforce systems that are both deeply human-centered and operationally scalable.

As Chief People Officer at TURN Behavioral Health Services, I lead workforce strategy with the guiding belief that people infrastructure isn’t a support function — it’s the engine of mission impact. I specialize in strategic workforce design, leadership development, and intelligent automation grounded in six sigma methodology.

Throughout my career, I’ve helped private and public organizations navigate pre- and post-merger transitions, unify cultures, and harmonize operations during periods of rapid change. I ensure that people strategy is execution-ready — data-driven, scalable, and purpose-infused.

As Medical Director for TURN Behavioral Health Services, I’m honored to support an organization that places compassion, dignity, and access to care at the center of its mission. I’m an ABPN-certified Adult and Geriatric Psychiatrist, and I’ve dedicated my career to serving individuals across the lifespan, especially those navigating complex medical and mental health challenges.

My professional life is a blend of clinical care, administrative leadership, and academic teaching. I serve as an Associate Clinical Professor at UCSD Health Sciences, where I help train the next generation of physicians. I also act as psychiatric director for several memory care and skilled nursing facilities, ensuring that older adults receive thoughtful, person-centered mental health support.

In my role as Chief Operating Officer of Senior Medical Associates, Inc., I lead a team committed to serving underserved and medically complex populations throughout San Diego. I’ve had the privilege of contributing to community boards such as the San Diego Psychiatric Society and the San Diego County Alzheimer’s Roundtable, spaces where collaboration and advocacy help shape better systems of care.

I earned a combined Bachelor of Science and Doctor of Medicine degree from Northeast Ohio Medical University, followed by specialized training and fellowships in Adult, Geriatric, and research psychiatry at UC San Diego. These experiences have shaped my belief that mental health care must be both clinically excellent and deeply human.

Dr. Shola Olaoshebikan is currently the Executive Vice President overseeing clinical operations in San Diego and Orange Counties. Shola has worked in the behavioral health system of care for the last decade and her work is grounded in the belief that a diagnosis doesn’t define a person rather it’s part of the richness of the human experience. She has experience providing social service support for those experiencing homelessness, co-occurring disorders, and those transitioning from the justice system. She received her Doctorate in Education with an emphasis in counseling psychology and social services in 2018. She has served as an adjunct professor at Pacific Oaks college in the human development program and has mentored interns from UCSD extended studies, Point Loma Nazarene University, and San Diego City College.

Since joining TURN Behavioral Health Services in 2010, I’ve had the privilege of helping lead clinical operations with a focus on expanding access to care, strengthening service delivery through quality improvement and compliance, and building programs that meet people where they are. As Executive Vice President, I work closely with County, State, and Federal partners to support initiatives that make a meaningful difference in our communities, such as Assertive Community Treatment (ACT), Full Service Partnerships, Children, Youth, and Family Services, and Veterans and Military Services.

My journey in behavioral health began over 20 years ago in San Diego County, where I completed both my predoctoral and postdoctoral fellowships at the UC San Diego Department of Psychiatry and the VA San Diego Healthcare System. I was later honored to join the Clinical Faculty as a Licensed Psychologist and Clinical Instructor, which deepened my commitment to evidence-based practice and client-centered care.

In 2015, I helped lead TURN’s expansion into the San Francisco Bay Area, and I continue to be actively involved in shaping our strategic growth. I’ve served on numerous boards and committees, and in 2016, I was humbled to receive the MHS Employee of the Year Award.

I earned my Ph.D. in Clinical-Community Psychology from the University of South Carolina and my B.A. from the University of California, Berkeley. I’m a Certified Psychiatric Rehabilitation Practitioner (CPRP), a Licensed Psychologist in California, and a Licensed Health Service Provider in Psychology in Indiana.

My vision for TURN: is to create a future where every individual and family facing behavioral health challenges can access compassionate, high-quality services without barriers or stigma. By investing in our staff, embracing lived experience, and collaborating with partners at every level, we empower individuals to reclaim their lives and walk alongside them as a trusted resource on their journey to wellness, discovering new paths forward – transforming lives, families, and communities for generations to come.
